The ICUE was established in 2006 with the aim of facilitating international exchange among teacher education universities in the East Asia.

Notably, six key institutions—two from Korea (Seoul National University of Education, Kongju National University), two from China (Beijing Normal University, East China Normal University), and two from Japan (Tokyo Gakugei University, Osaka Kyoiku University)—rotate hosting the annual International Symposium and Executive Committee Meetings.
